Vancouver – A VPD investigation has led to charges against a 36-year-old man who allegedly threatened multiple people with a pair of scissors while downtown last night.

“Police were called by a resident who was walking his dog along Seymour Street at around 6:30 p.m. when a man approached him and began yelling and threatening him with a pair of scissors,” says Constable Tania Visintin.  “The victim was able to get to a place of safety and call for help.”

Moments later, the suspect then walked into a community center near Seymour and Helmcken streets and started threatening people with the scissors.

“Despite how frightening this experience was, the victims were able to call police immediately and ask for help,” adds Constable Visintin. “Thankfully, our officers located and arrested the suspect for before anyone was seriously injured.”

Clifford Scott Kay has now been charged with one count of assault with a weapon.

Kay is also accused of assault in connection with an incident that occurred October 21 at the Pan Pacific Hotel. In that case, a man was arrested after he allegedly threatened to stab a stranger with a needle.

Kay remains in custody pending his next court appearance.
