WHITEHORSE — Premiers say they're united on the need for more health-care cash from Ottawa.
But the 13 territorial and provincial leaders are divided on how many strings they're willing to accept.

But Philippe Couillard of Quebec says his province is opposed to any targeted funding.
An agreement on internal trade had been expected to come out of the meeting, but that is looking less likely.
