Police in New Westminster are looking for witnesses of an assault they believe may have been a targeted attack.
They say it happened near the intersection of Carnarvon Street and Alexander Street early yesterday.
The victim was taken to hospital with significant but non-life-threatening injuries.
Police say they believe two people armed with weapons are responsible for the assault and are canvassing the area for C-C-T-V footage of the suspects.
The more than three dozen recommendations include ensuring continuity of care for at-risk people, expanding a take-home naloxone program, and engaging with health-care providers to reduce barriers in prescribing a safe supply of drugs.
Vandals caused more than $300,000 damage to the PNE on September 18, after the last-minute cancellation of a headline act at the Breakout Festival.
