WINNIPEG — The Manitoba government is planning to reduce greenhouse gas emissions by one-third in the next 15 years.
Premier Greg Selinger climate change is costing billions in extreme flooding and drought.
 
He says the province will address the problem by creating 6,000 green jobs in the next five years.
 
Selinger says the province will join Ontario and Quebec by introducing a cap-and-trade program for large emitters.
 
The premier says the province will also expand its Power Smart program to help people reduce energy use.
 
The governing NDP has already promised to bring in an environmental bill of rights.
