BC Hydro investigate explosion

B-C's public utility says it has taken a series of actions since an investigation found a buildup of gases caused the explosion in an underground electrical vault in Vancouver last February.

B-C Hydro president Chris O'Riley called a news conference to apologize for the blast that injured two people, saying it should never have happened.

O'Riley says 14 vaults, including the one that exploded, had been identified as high risk in 2016 through the utility's own assessment.

The Crown-owned company says it has decommissioned the 13 other vaults that were identified, so they no longer present a risk.

Police say drivers on the Alex Fraser Bridge outside Vancouver honked and yelled at a man in a mental health crisis standing outside the safety rail, with some encouraging him to "take action." According to a police statement, some drivers walked up the bridge deck, interfered with the negotiations, and videoed or photographed the man.
