Rights Body Directs J-K Govt To Pay Rs 10 Lakh To Man Used As 'Human Shield'

    The State Human Rights Commission has directed the J&K government to pay compensation of Rs 10 lakh to the ‘human shield’ victim from Budgam district in central Kashmir and also file the compliance report in the case.
     
     
    Farooq Ahmad Dar (26), the Kashmiri man was tied to the bonnet of an Army jeep and paraded through the streets of Budgam district in central Kashmir — during the Srinagar-Budgam parliamentary seat byelection on April 9 allegedly by an Army Major, Leetul Gogoi.
     
     
    He had later approached the rights body with a complaint seeking an explanation as to why the Army awarded Major Gogoi while the inquiry into the incident was still underway. He had also sought compensation.
     
     
    In its direction today, a single bench of SHRC chairman Justice (retd) Bilal Nazki directed the state government to pay the compensation amount of Rs 10 lakh to Dar within six weeks and also report compliance of the orders.
     
     
    Major Gogoi, who is alleged to have strapped Dar to his jeep, was feted with the Chief of Army Staff’s commendation card for his “sustained efforts” in counter-insurgency operations, on May 22, 2017.
